 The man who contacted the COVID19 patient No. 31 was diagnosed as 'negative' to tests, Jeju Special Self-governing Provincial Office(Jeju) on Friday announced.

 Jeju Institute of Health and Environment confirmed it as of 4:20 pm on Thursday after running tests on the suspect, Jeju explained. He was said to have contacted the No. 31 before he came to Jeju on February 10th.

 Jeju advised him to stay home for self-quaranteen until the 24th. Jeju also asked his housemate to do same.

 Aside from this case, Jeju found a Navy soldier(22) who was recently in Daegu has tested potitive for COVID19 and is quarantined at a local hospital, visitjeju.en(the official English channel on instagram of Jeju Tourism organization) posted this day.

 He told Jeju that he visited Daegu on Feb. 13th on his leave and returned to Jeju on Feb. 18th. He is from Daegu, Jeju added. He was wearing a mask all the way from Daegu Int'l Airport. He took a taxi to his residency near the airport. He got his symptoms on Feb. 19th with itchy throat and coughing, which made the base separate him from the other soldiers. Next day, he went to Special Clinic at Halla Hospital and got 'positive' on the test.

■ 제주특별자치도가 코로나19 확진 판정을 받은 대구 지역 31번 확진자와 접촉한 도내 30대 남성이 도 보건환경연구원 진단 결과, 최종 음성 판정을 받았다고 밝혔다.

■ 도는 오늘(20일) 오전 9시 40분 경 질병관리정보시스템을 통해 대구시 중앙역학조사관 조사 결과 A씨가 대구 체류 중 31번 확진자와 접촉했다는 사실을 통보 받았다.

❍ 도는 의심사례 2유형*으로 간주해 선제적 대응 차원에서 2월 20일 11시 20분 경 보건소 구급차로 서귀포의료원에 이송해 검체 채취를 실시했으며, 보건환경연구원 검사 의뢰 결과 오후 16시 20분에 음성 판정 결과를 확인했다.

* 코로나19 대응지침 제6판 의사환자 2번: 확진환자의 증상발생 기간 중 확진환자와 접촉한 후 14일 이내에 발열 또는 호흡기증상(기침, 인후통 등)이 나타난 자

■ 특히 A씨의 코로나19 감염 여부를 파악하기 위한 상세 면담을 진행한 결과, 해당 남성은 지난 2월 9일까지 대구에서 거주하다 2월 10일 제주로 왔으며, 2월 11일부터는 도내 직장에 근무 중인 것으로 파악됐다.

■ 도는 의심사례 2 유형에 따라 검사결과 판정 시까지 서귀포의료원에 해당 남성을 격리 조치했으며 현재 음성 판정을 받았으나 오는 24일까지 A씨에게 자가 격리를 명령했다.

❍ 현재 A씨는 코로나19 관련 증상은 없는 상태이다.

❍ 또한 도는 접촉자와 함께 생활 중인 동료에 대해서도 대중교통 이용 자제 및 외출 자제를 권고하고 개인위생 교육을 철저히 준수할 것을 요청했다.

■ 현재까지 제주에서 코로나19 감염 검사대상자는 오전 10시 기준 총 171명(148명 음성)이며, 현재 검사가 진행 중인 23명을 제외하고 모두 음성판정을 받았다.

■ 도는 ‘감염병 확진자 제로(Zero)’로 청정지역을 유지하고 있지만, 지역사회 감염 확산에 대한 도민 우려가 높은 만큼 제주국제공항 국내선 도착장에 발열감시카메라를 추가로 설치하고 청정 제주지역 사수를 위해 만전을 기할 방침이다.

❍ 원희룡 지사는 이와 관련해 오늘 오후 제주국제공항을 찾아 국내선 입국장 발열검사에 대한 현장 점검에 나섰다.

❍ 이어 내일 오전에는 제주보건소를 방문해 지역사회 감염 방지를 위한 방역 대책 현황과 애로사항 등을 청취할 예정이다.

■ 제주특별자치도는 20일 오후 4시 30분경 신종코로나바이러스 감염증-19 양성 반응자를 확인했다고 밝혔다.

❍ 첫 양성 반응자로 밝혀진 남성은 지난 2월 13일 군부대 휴가를 위해 대구를 방문했다가 18일에 다시 입도한 대구광역시민으로 22세 남성으로 확인됐다.

❍ 22세 남성은 입도 후 부대 앞 편의점을 방문한 뒤 바로 공항 인근 부대로 복귀한 것으로 파악됐다.

❍ 해당 남성은 마스크를 착용해서 대구공항, 항공기, 제주공항, 택시를 이용해 제주공항 옆 항공부대로 이동했으며, 시내 이동은 없는 것으로 파악됐다.

❍ 지난 19일부터 목이 간지럽고 기침 증상이 나타나 바로 부대에서 격리조치가 이뤄졌다.

❍ 이어 그는 20일 한라병원 선별진료소로 내원해 선별진료소에서 1차 검사를 진행으로 양성 판정을 받았으며, 질병관리본부에서 2차 검사를 진행할 예정이다.

 도는 현재 역학조사관 즉시 대응팀을 출동시켜, 동선 확인에 나서고 있다.

 A Jeju resident have contacted the 31st COVID19 patient confirmed in Daegu, Jeju Special Self-governing Provincial Office(Jeju) announced on Thursday.

 Jeju held an official briefing at the press room revealing that it got a notice from Korea Center for Disease Control&Prevention(KCDC) at 9:30 am this day, and it is on epidemiological investigation. The suspect, who is only disclosed as a man in his 30s, is analyzed to have met the No. 31 at a church in Daegu. The church is known to be the source of massive contagion.

 He doesn't show any symptom, yet, and denies visiting the building, Jeju added. So, they are checking his statement, and planning to run COVID19 test.

 So far, Jeju has done tests on 152 suspects, 140 of them confirmed as negative and 12 under screening, as of 9:00 am of this day.

 As COVID19 patients increase, Jeju furthers epidemioogical tests by executing them on people whom doctors get a suspicion of the symptoms and hospitalized patients from pneumonia of unknown reason, effective as of 9:00 am today. This is a more active preemptive measure to prevent the disease from being spreaded after 13 days from the beginning of the 5th version of response manual on February 7th.

 Jeju Fire Festival got 'Go' sign amid COVID-19(the coronavirus) out break after long discussions, Jeju City who is the host last Friday announced.

 There have been a lot of talks about whether it should be cancelled. The final resolusion is the city will proceed the festival with cancelling many programs only.

 According to the new plan, the dates are from March 13 to 15. Thursday events are taken out. Congratulatory performances are gone, too. And, sister cities exchange programs are not going to happen, either.

 Jeju Special Self-governing Provincial Office on Wednesday announced that it will suspend the reservation system to reach the peak of Hallasan Mountain untill further notice to help the local economy fight the new coronavirus(COVID-19) emergency.

 Jeju World Heritage Center put the notice out on February 12th. It will take effect as of February 13th. It will not stop before the emergency settles down and it doesn't have bad influence on the local economy.

 During the suspension, Jeju will review and modify the system. Giving a penalty to no-show guest, hourly reservation, etc. will be considered, it added.

 Jeju explained that local tourism industry requested this at the tourism filed civil & governmental joint response cooperation meeting on February 3rd. Its purpose was to attract more tourists to Jeju as they were afraid that decreasing domestic tourists can result in a massive damage to the industry.

 Visitors to Jeju, as of February 11th of 2019 & 2020, fell down from 4,451 to 1,003(77.5%) for foreginers. Korean travellers showed a similar big decrease from 34,883 to 18,922(45.8%).

- 관광업계 요청 수용…내수 활성화 목적 -

■ 원희룡 제주특별자치도지사가 신종 코로나바이러스 감염증(WHO 공식명칭 COVID-19) 사태로 위기에 처한 제주 지역 관광업계의 요청을 받아들여 한라산 탐방예약제를 일시 중단하기로 결정했다.

❍ 이번 조치는 감염증 불안감이 관광 기피와 활동·소비 위축으로 이어지면서 제주 지역 실물경제 위기가 현실화됨에 따라 내국인 관광객 유치 활성화를 위한 대책의 일환으로 추진하게 됐다.

■ 제주도 세계유산본부는 오는 13일부터 한라산 탐방예약제 시범 운행을 한시적으로 유보한다고 12일 공고를 통해 밝혔다.

❍ 유보 기간은 신종 코로나바이러스 사태가 진정되고 제주 경제에 큰 영향이 없다고 판단될 때까지다. 유보 기간 중에는 사전 예약을 하지 않아도 한라산 탐방이 가능하다.

❍ 이 기간 동안 도는 탐방예약제에 대한 제도 보완 작업에 착수한다. 예약 부도자(노쇼*)에게 패널티를 부여하고 예약 부도자로 피해를 보는 탐방객이 없도록 시간대별 탐방예약제를 검토할 계획이다.

■ 한라산 탐방예약제 일시 중단 논의는 지난 3일 열린 코로나바이러스 관련 관광 분야 민관공동대응협력회의에서 처음 제기됐다.

❍ 당시 회의에 참석한 관광업계 관계자들은 내국인 관광객 감소에 따른 피해가 상당할 것을 우려하며, 관광객 유치 활성화 대책의 일환으로 검토해 줄 것을 적극 요구했다.

❍ 11일 기준 입도객 현황을 보면, 외국인 관광객은 전년 같은 날 대비 77.5%(4,451명→1,003명) 급감했다. 내국인 관광객도 같은 기간 대비 45.8%(3만4,883명→1만8,922명)나 줄어들고 있다.

■ 원희룡 도지사는 “한라산을 보호하기 위해 탐방예약제는 반드시 정착되어야 하는 정책이지만, 제주경제가 위기를 맞고 있어 업계의 요청을 한시적으로 받아들이게 됐다”고 설명했다.

❍ 아울러 “제주를 방문하는 관광객들이 안심할 수 있도록 청정하고 안전한 제주 관광으로 신뢰도를 높이기 위해 방역에도 온 역량을 집중할 것”이라고 강조했다.

■ 한편, 제주도는 지난 1일부터 한라산 탐방예약제 시범운영을 실시했다. 하루 예약 인원은 성판악 1,000명, 관음사 500명이며, 운영 구간은 ‘성판악·관음사 코스-백록담 정상’이다.

 Admist the terror of the new Coronavirus(nCoV), can Jeju fire festival be held this year?

 Many events have been cancelled after Korea had many confirmed patients of the virus. Jeju Special Self-governing Provincial Office(Jeju) is considering postponing the festival as specialists estimated it may take a few months untill all settles down.

 But, Jeju City, which is the organizer, is more into holding to the plan that it is held March 12~15. They have been spotted working procedures for making it happen like drafting security plan out, joint meeting, the final briefing, etc.

 A city officer replied "It isn't confired, yet, we are doing what we can do thinking that it will he held. The final call will be made this week." to the medium.

 However, many expect it will get green light as Jeju keeps its 'coronavirus-free' status with neither confirmed nor quarantiend patient untill January 9th, the newspaper emphasized.

 Jeju Special Self-governing Provincial Office(Jeju) on Sunday announced that it has no more new coronavirus patient as the 14 on intensive watch list were relieved from quarantine as of the midnight of January 7th. Therefore, Jeju has '0' patient of either confirmed or quarantined, it pointed out.

 It also added that 46 have been diagnosed as 'negative' and 1 is under analysis out of 47 suspected with similar symptoms.

 In the meanwhile, schools and universities cancelled all public events including graduation ceremonies upto 2 weeks.

 The novel coronavirus crisis can lead to an economic disaster of 1.5 trillion KRW(appx. 1.4 billion US$) loss, a councilor of Jeju Special Self-governing Provincial Council on Thursday claimed, Jejueconomy, a local internet newspaper reported.

 Councilor(CLLR) Yang Yeongsik said "Jeju had tourism gross income of 6.5 trillion KRW(appx. 5 billion US$) as it had 15 million tourists last year. According to Jeju's estimation, it may add up to 1.5 trillion KRW loss." after Mr. Kang Youngdon, the director of department of tourism at the provincial office, answered to his inquiry "As many as 3.5 million tourists decreasce is possible if the crisis continues till June." during the meeting on the novel coronavirus and suspending visa-free program.

 To avoid the doom, Governor Won Heeryong, this day, declared 'Local Economy Emergency' and announced it will run 'All-islanders Overcoming Crisis Consultative Group' from nect week.

 He also promised to support local businesses with special loans(700 billion KRW from upbringing fund for small - medium size industry + 200 billion KRW from special business stabilization fund) and guaranty(100 billion KRW which is the biggest ever). Additional financial supports will also apply.

 Jeju Fire Festival, which was scheduled for March 12~15, has been postponed in order to help prevent the spread of the new coronavirus, Jeju Tourism Organization(JTO) on Tuesday announced.

 It added the event may be canceled depending on the situation.

 Jeju has already seen a lot of calling offs, including the regular concert of Jeju Philharmonic Orchestra(Feb. 7), 2020 Winter Reading Camp of the Library of Miracle(Feb. 7~8), and the 36th Anniversary Ceremony of Woodang Library(Feb. 15~16).

 Temporarily put off are sport events like the 11th Tamna Cup National Primary School Baseball Championships(Feb. 1~8), 2020 Jeju Peace National Taekwondo Championships and the 4th Taekwondo Poomsae Championships(Feb. 13~23), the 26th Governor's Flag Sports for All Promotion Provincial Tennis Championshops(Feb. 29), the 15th National Outstanding High School Winter League Baseball Championships(mid Feb.), the 26th National Middle School Baseball Championships(mid Feb.), the 47th Governor's Flag Badminton Championships(Mar. 7~8), etc. 2020 Chilsipri Spring National Youth Football League Championships(Feb. 10~16) was called off.

Jeju Special Self-governing Province announced on Sunday late night that it verified the Chinese woman diagnosed with the novel coronavirus is from Wuhan, Hubei, where is known to be the origin of the virus, entered Jeju via Yangzhou from Wuhan.

Jeju also found it out that she bought painkillers at a drugstore in Nuwemaru street in Yeon-dong, Jeju city on January 24th, after scrutinizing surveillance cameras of her moving routes from the 21st to the 25th of January, with the the help of her daughter. ( -> It is later concluded that she bought them for other person.)

■ 제주도는 지난 1일부터 중국인 관광객 A씨 딸의 진술을 토대로 1월21일부터 25일까지 일자별 동선에 대해 CCTV 확인 및 방문 조사를 벌이던 중 A씨가 지난 1월 24일 오후 제주시 연동 누웨마루거리 소재 H약국에서 해열진통제를 구입한 것을 확인했다. (-> 제3자를 위한 것이었던 것으로 확인)

The pharmacist at the store said, during the interview with a Jeju health official, "She came in and showed me what she had. It was a painkiller with components to relieve coughs and fever.", Jeju explained.

■ 해당 약국 약사는 제주도 방역담당자와의 면담에서 “A씨는 약국에 들어온 뒤 가지고 있던 약을 보여주었고, 해당 약을 확인해본 결과 기침과 해열제 성분이 든 해열진통제이었다”고 밝혔다. (-> 이 내용 또한 틀린 것으로 결론) 

This led Jeju to a conclusion that she possibly had similar symptoms like coughing and spitting phlegm. So, Jeju began anayzing her contacts during visiting Jeju.

■ 제주도는 이에 중국인 관광객 A씨가 기존부터 기침과 가래 등의 유사 증세가 있었을 수도 있다고 보고, A씨와 제주에서 접촉했던 사람들을 확인하기 위해 철야 CCTV 분석 작업에 돌입했다.

The drugstore is temporarily shut down.

■ 제주도는 A씨가 해열진통제를 구입한 약국에 대해 약국의 협조를 얻어 임시휴업 조치를 했다.

■ 제주특별자치도는 중국인 관광객 A씨가 중국 우한에서 양저우를 거쳐 제주에 입도한 사실을 추가로 파악했으며, A씨가 우한 출신인 것도 확인했다고 밝혔다.

② Jan. 22, Visited Ecoland, Sangumburi, and Udo Islet on a van with 9 other Chinese. Had a lunch there. Visited Seongsanilchulbong, came back to the hotel, and had a dinner at a nearby restaurant.

□ (1월22일) 오전에 중국인 10명이 승합차를 이용하여 에코랜드, 산굼부리를 거쳐 우도에 도착한 후 우도 내 음식점에서 점심을 먹은 뒤 우도를 나와 성산일출봉을 거쳐 숙소 근처 하차, 신라면세점 인근 음식점에서 저녁식사를 하고, 숙소로 이동.

③ Jan. 23, Went shopping at the two duty-free shops, had a luch at a chicken shop, moved to Chilsungro by the public bus, walked around there, and came back to hotel by the public bus.

□ (1월23일) 오전에 숙소에서 나와 도보로 이동하여 롯데면세점과 신라면세점에서 쇼핑을 한 후 신라면세점 인근 치킨집에서 점심식사를 한 뒤 시내버스를 이용하여 칠성통으로 이동, 칠성통 구경 후 시내버스를 이용하여 숙소로 이동.

④ Jan. 24, Visited the 1100 Heights, the rainbow road, Dodu costal road by the bus, had a luch at a cafe, came back to hotel, had a dinner, walked in Nuwemaru street, bought things at a convenience store, and finished the tour.

□ (1월24일) 숙소에서 버스를 이용하여 1100고지와 무지개도로, 도두 해안도로를 구경한 후 도두해안도로 소재 카페에서 점심식사, 다시 버스를 이용하여 숙소 인근 음식점에서 저녁을 먹고 누웨마루거리를 산책하던 중 편의점에 들렀다가 다시 숙소로 이동.

⑤ Jan. 25, Went to the airport by a van from the hotel, and left for China.

□ (1월25일) 숙소에서 시내버스를 이용하여 제주국제공항으로 이동한 후 중국행.

As the danger level hightens, South Korean government ordered banning travellers who are from or visited Wuhan within last 14 days from entering to Korea. It will be active from the midnight tonight.

Any foreign person who lies will be expelled and be forbidden to visit Korea, if it is exposed.

The Central Accident Response Headquarters is setting up Special Entry Procedure for entries from China. Korean and foreign nationals will have different steps as the result. Chinese-only Entry will execute On-scene Residency&Phone Number Check. Officials will make a phone call to the number to see if it is valid.
