Jeju government on Friday announced that its 5th coronavirus patient, who was very recently discharged from hospital after a very long treatment, tested positive again, and tranferred for quarantined care.
She got infected, fir the first time, after coming back to Korea from Spain and spending over a month for cure.
Her boyfriend, who was with her all the way to Spain abd back to Jeju, had the same case that he got positve again after returning to normal life.

제주도 코로나19 5번 확진자 퇴원 뒤 재확진. 3월 24일 확진 판정 후 한 달 넘게 치료받다 지난 5월 8일에서야 퇴원. 하지만, 결국 5월 15일 검체 검사받은 뒤 양성 판정.
남자친구 또한 스페인까지 동행하면서 양성 확진자였는데, 먼저 퇴원했으나 재확진 판정 받아서 재입원한 전력이 있음.

With Seoul seen '0' coronavirus patient and Korea under '10', Jeju has had '0' for a week since April 14th when it had the 14th case confirmed.

Meanwhile, 16 Koreans and 11 non-Koreans who recently traveled foreign countries underwent tests at a walk-through clinic at the airport, which was set on March 30th.

14 of them had negative results, while the others are waiting for it to come out at 3~4ish pm on April 21st. Some are staying at home, and some at a disclosed facility prepared by Jeju.

As for Jeju of the morning of April 21st, total of 860(699 Koreans, 101 non-Koreans) have been tested. 2 were confirmed positive and tranferred into medical treatment. Self-quarantined under monitoring are 518. 19 are labeled as 'closely contacted with the confirmed' comparing 499 as 'traveled overseas'.

Jeju had 16,444 people who entered into Jeju on 20th. This is 65.3% fewer than the previous day of last year, while 20.6% more than the previous day.

■ 제주특별자치도는 20일 ‘워크 스루 선별 진료소’를 통해 해외방문이력이 있는 입도객 27명(내국인 16명·외국인 11명)에 대한 코로나19 진단 검사를 실시했다.

❍ 제주도는 최근 해외입국자의 감염사례가 증가하고 코로나19 감염병의 제주도내 유입을 막기 위해 지난 3월 30일부터 해외방문이력이 있는 입도객을 대상으로 제주 도착 즉시 코로나19 진단 검사를 받을 수 있는 개방형 ‘워크스루 선별진료소’를 운영하고 있다.

(20일) 하루 동안 검사가 이루어진 27명 중 14명은 음성으로 판정됐으며, 나머지 13명에 대한 검사결과는 금일(21일) 오후 3~4시 경 나올 예정이다.

결과가 통지될 때까지 자가 또는 제주도가 마련한 별도의 시설로 이동해 대기하고 있다.

, 4월 21일 0시 기준 제주 지역 내에서는 총 860명(내국인 699명·외국인 161명)에 대한 검사가 이뤄졌고 2명이 양성(확진)판정을 받아 입원 치료에 들어간 바 있다.

모니터링을 이어가고 있는 자가격리자는 4월 21일 0시 기준 총 518명이다.

확진자와의 접촉자로 분류돼 관리되고 있는 도내 자가격리자는 19명이며, 해외입국 후 자가격리 중인 인원은 499명이다.

, 20일 제주로 들어온 입도객은 총 16,444명이다.

작년 같은 날 대비 65.3%가 감소한 수치이며, 전일 대비 20.6% 증가한 수치이다.

A 48-year-old woman from Daegu was yesterday confirmed positive for COVID-19, Jeju announced.
According to Jeju, she came to Jeju on February 23rd. She has stayed at her friend's house in Hamdeok. Her route was investigated as following;

 Jeju Special Self-governing Province(Jeju) announced on Wednesday that applying for subsidies for electric bicycles(EB) in 2020 starts on January 5th.

ㅁ 제주도에서 ‘2020년 전기 이륜차 보급 사업 공모’가 5일부터 실시된다.

 This is the 5th year since the 1st project began in 2016 as a way to reduce greenhouse gas emission and fine dusts.

ㅁ 제주특별자치도는 2016년부터 온실가스 및 미세먼지 줄이기 대책의 일환으로 ‘전기이륜차 보급 사업 공모’을 매년 실시해 왔다.

 Jeju will give the support to 870 EBs. The amount differs between 2.1~3.3 mil. KRW(appx. 200~300 US$) according to its kind(Light 1.53~2.1 mil. KRW, Small 2.34~2.6 mil. KRW, Large/Etc. 3.19~3.3 mil. KRW). You can additional 200 thousand KRW(appx. 180 US$) if you get rid of a present motorbike.

 ㅇ 올해 전기 이륜차 보급대수는 870대로 차종에 따라 최대 210~330만원이 차등 지원된다.

- 경형 153~210만원, 소형 234~260만원, 대형․기타형 319~330만원

 ㅇ 또한, 전기이륜차 신규구매 시, 기존 내연기관 이륜차 폐차할 경우 20만원이 추가 지급된다.

 A change this year, however, is that an applicant is required to have lived on Jeju more than 3 months or to set up a company. And, 'First applied, first given' will be the rule rather than 'First bought/registered, first chosen' of last year.

ㅁ 한편 올해 지원에는 지난해와 달리 일정기간 거주가 자격조건으로 신설해 신청일 전 3개월 이상 거주하거나 기업 및 법인 등을 설립 등을 한 제주도민에 한해서 지원을 받을 수 있게 된다.

 ㅇ 또한 보조금 지원 선정 기준도 출고․등록 순에서 구매 지원신청서 접수순으로 변경된다.

 Plus, socially disadvantaged class(disabled, beneficiaries of national basic livelihodd, wounded war veterans, independence patriots, etc.), family with more than 3 children, and buyers of commercial vehicles with improving fine dust problems will have priorities.

 ㅇ 아울러 취약계층(장애인, 기초생활수급자, 상이유공자, 독립유공자 등), 다자녀 및 미세먼지 개선효과가 높은 영업용 차량 구매자를 보조금 지원 우선순위로 부여한다.

 But, the number of purchase is limited to 1 for an individual, and 20 for a company to prevent the governmental support from being sucked to a few buyers.

 ㅇ 전기이륜차 보급이 일부 사업자에 편중되는 것을 방지하기 위하여 구매대수는 개인 1대, 기업․법인 최대 20대로 제한하여 보급한다.

ㅁ 제주도는 “전기이륜차 보급사업은 도민들이 많은 관심 속에 매년 보급대수가 증가하고 있고 소음과 배출가스가 없어 미세먼지 등 대기 질을 개선하는 효과가 높다”며 “보급 활성화로 제주도의 CFI정책이 조기 실현되도록 노력하겠다” 말했다.

 ㅇ 2020년도 전기이륜차 보조금 신청 방법은 전기이륜차 제작‧수입사 및 도내 영업점에 직접 방문해 신청서를 제출하면 된다.

Jeju Special Self-governing Province announced on Sunday late night that it verified the Chinese woman diagnosed with the novel coronavirus is from Wuhan, Hubei, where is known to be the origin of the virus, entered Jeju via Yangzhou from Wuhan.

■ 제주특별자치도는 제주를 거쳐 중국으로 귀국한 후 신종 코로나바이러스 감염병 확진 판정을 받은 중국인 관광객 A씨가 제주지역 여행 시에 약국에서 해열진통제를 구입한 사실을 확인했다고 2일 밝혔다. (-> 향후 추가 역학조사 결과 제3자의 약을 구매했던 것으로 밝혀짐)

Jeju also found it out that she bought painkillers at a drugstore in Nuwemaru street in Yeon-dong, Jeju city on January 24th, after scrutinizing surveillance cameras of her moving routes from the 21st to the 25th of January, with the the help of her daughter. ( -> It is later concluded that she bought them for other person.)

■ 제주도는 지난 1일부터 중국인 관광객 A씨 딸의 진술을 토대로 1월21일부터 25일까지 일자별 동선에 대해 CCTV 확인 및 방문 조사를 벌이던 중 A씨가 지난 1월 24일 오후 제주시 연동 누웨마루거리 소재 H약국에서 해열진통제를 구입한 것을 확인했다. (-> 제3자를 위한 것이었던 것으로 확인)

The pharmacist at the store said, during the interview with a Jeju health official, "She came in and showed me what she had. It was a painkiller with components to relieve coughs and fever.", Jeju explained.

■ 해당 약국 약사는 제주도 방역담당자와의 면담에서 “A씨는 약국에 들어온 뒤 가지고 있던 약을 보여주었고, 해당 약을 확인해본 결과 기침과 해열제 성분이 든 해열진통제이었다”고 밝혔다. (-> 이 내용 또한 틀린 것으로 결론) 

This led Jeju to a conclusion that she possibly had similar symptoms like coughing and spitting phlegm. So, Jeju began anayzing her contacts during visiting Jeju.

■ 제주도는 이에 중국인 관광객 A씨가 기존부터 기침과 가래 등의 유사 증세가 있었을 수도 있다고 보고, A씨와 제주에서 접촉했던 사람들을 확인하기 위해 철야 CCTV 분석 작업에 돌입했다.

The drugstore is temporarily shut down.

■ 제주도는 A씨가 해열진통제를 구입한 약국에 대해 약국의 협조를 얻어 임시휴업 조치를 했다.

■ 제주특별자치도는 중국인 관광객 A씨가 중국 우한에서 양저우를 거쳐 제주에 입도한 사실을 추가로 파악했으며, A씨가 우한 출신인 것도 확인했다고 밝혔다.

□ (1월21일) 마지막 비행기 편으로 제주에 도착한 후 플로라호텔(제주시 연동 소재) 차량을 이용하여 플로라호텔로 이동.

② Jan. 22, Visited Ecoland, Sangumburi, and Udo Islet on a van with 9 other Chinese. Had a lunch there. Visited Seongsanilchulbong, came back to the hotel, and had a dinner at a nearby restaurant.

□ (1월22일) 오전에 중국인 10명이 승합차를 이용하여 에코랜드, 산굼부리를 거쳐 우도에 도착한 후 우도 내 음식점에서 점심을 먹은 뒤 우도를 나와 성산일출봉을 거쳐 숙소 근처 하차, 신라면세점 인근 음식점에서 저녁식사를 하고, 숙소로 이동.

③ Jan. 23, Went shopping at the two duty-free shops, had a luch at a chicken shop, moved to Chilsungro by the public bus, walked around there, and came back to hotel by the public bus.

□ (1월23일) 오전에 숙소에서 나와 도보로 이동하여 롯데면세점과 신라면세점에서 쇼핑을 한 후 신라면세점 인근 치킨집에서 점심식사를 한 뒤 시내버스를 이용하여 칠성통으로 이동, 칠성통 구경 후 시내버스를 이용하여 숙소로 이동.

④ Jan. 24, Visited the 1100 Heights, the rainbow road, Dodu costal road by the bus, had a luch at a cafe, came back to hotel, had a dinner, walked in Nuwemaru street, bought things at a convenience store, and finished the tour.

□ (1월24일) 숙소에서 버스를 이용하여 1100고지와 무지개도로, 도두 해안도로를 구경한 후 도두해안도로 소재 카페에서 점심식사, 다시 버스를 이용하여 숙소 인근 음식점에서 저녁을 먹고 누웨마루거리를 산책하던 중 편의점에 들렀다가 다시 숙소로 이동.

⑤ Jan. 25, Went to the airport by a van from the hotel, and left for China.

□ (1월25일) 숙소에서 시내버스를 이용하여 제주국제공항으로 이동한 후 중국행.

As the danger level hightens, South Korean government ordered banning travellers who are from or visited Wuhan within last 14 days from entering to Korea. It will be active from the midnight tonight.

Any foreign person who lies will be expelled and be forbidden to visit Korea, if it is exposed.

The Central Accident Response Headquarters is setting up Special Entry Procedure for entries from China. Korean and foreign nationals will have different steps as the result. Chinese-only Entry will execute On-scene Residency&Phone Number Check. Officials will make a phone call to the number to see if it is valid.

Jeju saw a much lower rate of vehicle registration last year, Jeju revealed today.

According to Jeju, it had 596,215 cars registered till the end of 2019. Out of this, only 387,632 cars are actually run in Jeju with the other 208,583 are outside Jeju for taxing purposes only. This shows only 1.0%(3,973) increase comparing with 383,659 vehicles registered last year.

지난해 12월까지 제주도에 등록된 자동차 등록 대수는 59만6천215대로 이중 기업민원차량(역외세원차량) 20만8천583대를 제외한 실제 도내 운행 차량은 38만7천632대이며, 이는 지난해 같은 기간 38만3천659대 보다 1.0%(3천973대) 늘어난 것으로 나타났다.

Among the on-island vehicles, sedans occupy 74.8% with 290,094, trucks 20.6%(79,661), vans 4.3%(16,520), and special vehicles 0.3%(1,357), respectively.

For the purposes, 'personal' are 344,904, 89% of all, 'business' 40,301, 10.4%, and 'official' 2,427, 0.6%.

For the cities, Jeju has 282,729(73%), which is 177,826 more than 104,903(27%) of Seogwipo.

❍ (운행차량기준) 차종별로는 승용차가 29만94대로 전체의 74.8%를 차지하고 있고 화물차 7만9천661대(20.6%), 승합차 1만6천520대(4.3%), 특수차 1천357대(0.3%)순이며,

❍ 용도별로는 자가용 34만4천904대로 전체의 89%, 영업용 4만301대(10.4%), 관용 2천427대(0.6%)순이었다.

❍ 행정시 별로는 제주시가 28만2천729대(73%), 서귀포시는 10만4천903대(27%)로 제주시가 서귀포시보다 17만7천826대가 더 많이 등록돼 있다.

This result indicate that the increasing rate(in 1.0%) is much lower the average 6.0% of the previous years since 2013.

이는 2013년부터 도내에서 운행 중인 자동차 평균 증가율 6.0% 보다 훨씬 낮은 1.0% 대에 그친 것이다.

According to this, 10.485(3.9%) vehicles increased in 2013, 19,798(7.0%) in 2014, 24,688(8.2%) in 2015, 25,989(8.0%) in 2016, which were quite big difference. However, it was 18,756 as 5.3% increase in 2017, 13,397 as 3.6%, and 3,973 as 1.0% in 2019.

❍ 2013년에는 전년대비 1만485대(3.9%) 증가한데 비해 2014년은 1만9천798대(7.0%), 2015년은 2만4천688대(8.2%), 2016년은 2만5천989대(8.0%)로 매년 큰 폭으로 증가되다가 2017년부터 1만8천756대(5.3%), 2018년 1만3천397대(3.6%), 2019년 3천973대(1.0%)가 증가한 것으로 분석되었다.

This dramatic change is from expanding of adaptation of 'the garage certificate' regulation, which began only in dong areas in 2017, to luxurious vehicles, and to the entire island since July 1st last year, Jeju analyzed.

❍ 급격히 증가하던 차량증가 현상이 한풀 꺽인 것은 경기침체 및 도내 유입 인구증가 둔화 등의 원인도 있지만 지난 2017년 제주시 동지역에서 시행된 차고지증명제가 중형차로 확대되면서 증가폭이 감소 되었고 지난해 7. 1일 이후 차고지증명제가 도 전역으로 확대 되면서 증가율이 크게 감소하는 것으로 분석하고 있다.

Further looking into the last year concluded that only 140 vehicle registration increased, comparing the average 774 every month in the same period of 2018, Jeju added.

Lastly, economic cars that are exception to the regulation were registered 44,899, while 43,937 in 2018, eventually 962 were more.

□ 특히, 차고지증명제가 도 전역으로 확대 시행된 지난 7.1일 이후 12월 말까지 도내 실제 운행 차량 증가대수는 전년도 동 기간과 비교한 결과,

❍ 2018년 7월부터 12월까지 6개월간 도내 실제 차량 증가 대수는 월 평균 774대 였으나, 2019년에는 동기간 월 평균 140대가 증가하여 차고지증명제 전면 시행 등의 영향으로 자동차 증가대수가 크게 감소하는 것으로 분석되고 있다.

❍ 아울러, 차고지증명제에서 예외를 두고 있는 경차 등록대수는 2018년 43,937대 였으나 2019년에는 44,899대로 작년 대비 962대 증가하고 있다.

❑ 제주특별자치도는 지난 3일부터 제주 이미지 대외 확산 전략 홍보의 일환으로 영상 홍보물, ‘보다 나은 제주⁺ 가치 더함’를 제작해 제주도 공식 SNS채널 및 유튜브 등을 통해 송출 중이라고 밝혔다.

They have 3 different thems such as 'Spatial Value', 'Environmental Value', and 'Future Value' for the government's objective 'Jeju Island for coexistence of humankind and nature', and made in 4 languages as Korean, English, Chinese, and Japanese.

❑ 영상은 ‘사람과 자연이 공존하는 청정 제주’ 라는 제주도정 목표를 주제로 ‘공간가치’, ‘환경가치’, ‘미래가치’ 등 총 3편이 한국어, 영어, 중국어, 일본어 등 4개 국어로 언어로 제작되었다.

They are made to present emotional images of Jeju through creative frames and detailed screen, rather than giving just information by showing one image after another. The sound of Jeju, i.e. of the wind in forests, the waves, Sumbisori of Haenyeo, etc. were recored and added to the video, Jeju emphasized.

❍ 송출 중인 영상은 이미지 나열식 단순 정보 제공 차원을 벗어나 차별화된 화면 구성과 디테일한 모습 등을 통해 감성적인 제주 이미지를 연출 하였고, 숲속 바람소리, 파도소리, 해녀의 숨비소리 등 ‘제주의 소리’를 직접 채집하여 영상에 가미한 것이 특징이다.

Especially, it feels more dramatic when more than 100 Jeju people from Jeju Provincial Seogwipo Quoir and Seogwipo United Quoir sings Beethoven's 'Ode to Joy' with Jeju Stone Park in the background, it pointed out.

❍ 특히 돌문화 공원의 장엄한 이미지를 배경으로 도립 서귀포 합창단, 서귀포연합성가대의 도민 100여명이 베토벤의 환희의 송가, ‘Ode to Joy’를 함께 부르는 장면을 연출해 감동을 배가시켰다.
