 Jeju Stone Park is hosting a special exhibiton <Remembering, Hoping> of Byun Gyeongseop's at 500 General Gallery from February 21 to April 26.

 Ms. Byun has been working dot paintings, with which expresses universal meanings of human experiences as well as his personal troubles and experiences he went through while he travels between Korea and the US as an artist.

 The exhibition will introduce her 53 works from last 10 years that include 37 of latest from 2018~2020.

 The 'Mrs. Chung' refers to herself. She had to give up her career while she was in the US for her husband's study, just waiting to paint again. So, her works contain her yearning for this, which is an existential meaning. This is interpreted into figures with vague sexes.

▢ 제주돌문화공원관리소에서는

○ 변경섭 작가를 초청하여 오백장군갤러리 기획전시 <기억하며, 바라며>전을 2월 21일(금)부터 4월 26일(일)까지 개최한다.

○ 변경섭 작가는 우리나라와 미국을 오고 가면서 겪었던 작가 자신의 개인적 고민과 체험을 정치한 ‘점화(點畵)양식’에 섬세하게 담아 인간 경험의 보편적 의미를 회화적으로 표현하여 왔다.

○ 2월 21일(금) 예정되었던 이번 기획전시 개막은 코로나19로 인해 취소되었다.

▢ 이번 <기억하며 바라며>전(展)은

○ 변경섭 작가의 최근 10년작 53점으로 구성되었으며, 특히, 2018-2020년에 제작된 최신작 37점이 포함되어 작가의 원숙한 작품 세계를 조망할 수 있는 기회가 되리라 기대된다.

○ 이번 전시의 대표작인 <바느질로서의 드로잉-미세스 정을 위하여(Drawing for sewing for Mrs.Chung(2012)> 의 ‘Mrs.Chung’은 작가 본인을 지칭한다. 작가가 미국에서 오랜 기간 남편의 학업을 위해 예술가로서의 삶을 포기해야 하는 동안 다시 붓을 들고 작업할 날을 꿈꾸던 시간과 ‘나는 누구인가’를 고민했던 작가의 실존적 의미를 담고 있다. 작품 속의 Mr.Chung도 고민의 시간을 반영하듯 마치 앞에 가리개를 드리운 듯 성별도 확인되지 않고, 윤곽도 희미하게 표현되었다.

 Jeju Fire Festival got 'Go' sign amid COVID-19(the coronavirus) out break after long discussions, Jeju City who is the host last Friday announced.

 There have been a lot of talks about whether it should be cancelled. The final resolusion is the city will proceed the festival with cancelling many programs only.

 According to the new plan, the dates are from March 13 to 15. Thursday events are taken out. Congratulatory performances are gone, too. And, sister cities exchange programs are not going to happen, either.

 Jeju Special Self-governing Provincial Office on Wednesday announced that it will suspend the reservation system to reach the peak of Hallasan Mountain untill further notice to help the local economy fight the new coronavirus(COVID-19) emergency.

 Jeju World Heritage Center put the notice out on February 12th. It will take effect as of February 13th. It will not stop before the emergency settles down and it doesn't have bad influence on the local economy.

 During the suspension, Jeju will review and modify the system. Giving a penalty to no-show guest, hourly reservation, etc. will be considered, it added.

 Jeju explained that local tourism industry requested this at the tourism filed civil & governmental joint response cooperation meeting on February 3rd. Its purpose was to attract more tourists to Jeju as they were afraid that decreasing domestic tourists can result in a massive damage to the industry.

 Visitors to Jeju, as of February 11th of 2019 & 2020, fell down from 4,451 to 1,003(77.5%) for foreginers. Korean travellers showed a similar big decrease from 34,883 to 18,922(45.8%).

원희룡 지사, 관광객 유치 위해 한라산탐방예약제 유보

- 관광업계 요청 수용…내수 활성화 목적 -

- 13일부터 본격 실시…감염증 사태 진정 때까지 유보 -

■ 원희룡 제주특별자치도지사가 신종 코로나바이러스 감염증(WHO 공식명칭 COVID-19) 사태로 위기에 처한 제주 지역 관광업계의 요청을 받아들여 한라산 탐방예약제를 일시 중단하기로 결정했다.

❍ 이번 조치는 감염증 불안감이 관광 기피와 활동·소비 위축으로 이어지면서 제주 지역 실물경제 위기가 현실화됨에 따라 내국인 관광객 유치 활성화를 위한 대책의 일환으로 추진하게 됐다.

■ 제주도 세계유산본부는 오는 13일부터 한라산 탐방예약제 시범 운행을 한시적으로 유보한다고 12일 공고를 통해 밝혔다.

❍ 유보 기간은 신종 코로나바이러스 사태가 진정되고 제주 경제에 큰 영향이 없다고 판단될 때까지다. 유보 기간 중에는 사전 예약을 하지 않아도 한라산 탐방이 가능하다.

❍ 이 기간 동안 도는 탐방예약제에 대한 제도 보완 작업에 착수한다. 예약 부도자(노쇼*)에게 패널티를 부여하고 예약 부도자로 피해를 보는 탐방객이 없도록 시간대별 탐방예약제를 검토할 계획이다.

* 취소 등의 연락 없이 나타나지 않는 예약자

■ 한라산 탐방예약제 일시 중단 논의는 지난 3일 열린 코로나바이러스 관련 관광 분야 민관공동대응협력회의에서 처음 제기됐다.

❍ 당시 회의에 참석한 관광업계 관계자들은 내국인 관광객 감소에 따른 피해가 상당할 것을 우려하며, 관광객 유치 활성화 대책의 일환으로 검토해 줄 것을 적극 요구했다.

❍ 11일 기준 입도객 현황을 보면, 외국인 관광객은 전년 같은 날 대비 77.5%(4,451명→1,003명) 급감했다. 내국인 관광객도 같은 기간 대비 45.8%(3만4,883명→1만8,922명)나 줄어들고 있다.

■ 원희룡 도지사는 “한라산을 보호하기 위해 탐방예약제는 반드시 정착되어야 하는 정책이지만, 제주경제가 위기를 맞고 있어 업계의 요청을 한시적으로 받아들이게 됐다”고 설명했다.

❍ 아울러 “제주를 방문하는 관광객들이 안심할 수 있도록 청정하고 안전한 제주 관광으로 신뢰도를 높이기 위해 방역에도 온 역량을 집중할 것”이라고 강조했다.

■ 한편, 제주도는 지난 1일부터 한라산 탐방예약제 시범운영을 실시했다. 하루 예약 인원은 성판악 1,000명, 관음사 500명이며, 운영 구간은 ‘성판악·관음사 코스-백록담 정상’이다.

 Jeju Special Self-governing Provincial Office(Jeju) on Wednesday announced that majority of hanyeos active in Jeju are over 70 years old.

 According to Jeju's research, 3,820 hanyeos are still diving as of end of 2019. This is fewer by 78 than 3,898 of the previous year. It saw decrease by 162 because of retirement from old age and sickness, death, etc. while had 84 increase from sigining up of graduates from haenyeo school, resuming of old haenyeos, etc.

 For regional part, Jeju City has 2,241(58.7%), which is 28 fewer than 2018(2,269), while Seogwipo City 1,579(41.3%), 50 fewer than 2018(1,629).

 For ages, over 70s occupied 58.7% with 2,235 of them. 50s~60s followed it with 1,496, 30s~40s 83, and under 30s 6. The oldest haenyeo is revealed to be Ms. La(98, 82 yrs of career) from Marado Islet, and the youngest Ms. Jeong(24, 3 yrs of career) from Ilgwa2-ri of Daejeong-eup.

ㅁ 제주특별자치도는 행정시를 통해 해녀 현황을 파악한 결과 현재 물질을 하는 해녀는 2019년 말 기준 3,820명으로 조사됐다고 밝혔다.

- 이는 2018년 기준 3,898명 보다 78명 감소하였으며, 고령화 및 질병으로 인한 조업포기, 사망 등으로 162명 감소한 가운데,

- 해녀학교 수료자 신규가입, 기존해녀 물질재개 등으로 84명 증가하였다.

ㅁ행정시별 해녀 현황을 보면 제주시는 2,241명으로 도내 해녀수의 58.7%를 차지하고 있으나 2018년(2,269명) 대비 28명 감소하였으며, 서귀포시는 1,579명으로 2018년(1,629명) 대비 50명 줄어들었다.

- 연령별 보면 30세 미만 6명, 30세∼49세 83명, 50세∼69세 1,496명, 70세 이상 고령자는 2,235명으로서 전체 해녀의 58.7% 이다.

- 최고령 해녀는 마라도 출신 라○○(98세, 경력 82년) 이며, 최연소는 대정읍 일과2리 정○○(24세, 경력 3년)이다.

ㅁ 한편, 도에서는 해녀어업인의 생활안정을 도모하고, 신규해녀 진입을 원활히 하기 위하여 해녀진료비 지원, 고령해녀 소득보전수당 지원, 신규해녀 정착금 지원 등은 물론 안정적인 소득보전을 위해 소라가격 안정 지원대책을 추진하고 있다.

 Admist the terror of the new Coronavirus(nCoV), can Jeju fire festival be held this year?

 The answer will be given in this week, Jeju Econmy, local internet newspaer on Monday reported.

 Many events have been cancelled after Korea had many confirmed patients of the virus. Jeju Special Self-governing Provincial Office(Jeju) is considering postponing the festival as specialists estimated it may take a few months untill all settles down.

 But, Jeju City, which is the organizer, is more into holding to the plan that it is held March 12~15. They have been spotted working procedures for making it happen like drafting security plan out, joint meeting, the final briefing, etc.

 A city officer replied "It isn't confired, yet, we are doing what we can do thinking that it will he held. The final call will be made this week." to the medium.

 However, many expect it will get green light as Jeju keeps its 'coronavirus-free' status with neither confirmed nor quarantiend patient untill January 9th, the newspaper emphasized.

 The suspect of her former husband and 5-year-old stepson in two separate incidents on Monday(Jan. 10th) pleaded she is not guilty.

 In the final trial at the Jeju District Court, Ms. Koh(37) stated that her killing ex-husband was an accident, Jeju Economy, a local internet newspaper reported. She also claimed she didn't kill the boy by telling there is no direct evidence.

 At the trial, she shed tears over questions on her allegations saying "I should have let him rape me. Then, I wouldn't be in this situation. … I still stand with a belief that every truth will come to the light someday. I ask for a wise judgement from the court."

 She has consistently asserted that the dead former husband tried to sexually assaulted her and she accidently killed him trying to stop him.

 But, she didn't give out any clear proof. She answered "I don't remember." to questions against her assertion and avoid answering with tears, the newspaper added.

 Her lawyer pointed out "there is no crime or motivation that a mom planned to kill a dad in front of her dear child in the prosecutors' indictment." and "The child, who is the only witness to this case, stated the victim assaulted the accused with a sharp thing, which is assumed to be a knife, and she hurt.".  He asserted "It may have been mixed with her blood." to the fact the examination of the blood stains of the victim showed components of zolpidem.

 To the accusation of killing her stepson, "It is totally illogical that she committed a crime because of an extreme hostility toward her present husband." To the fact that the victim's hair had a component of sleeping pill, he answered "It is possible that the husband took it himself."

 The court will rule the case on January 20th. The prosecutor demanded the death penalty for her crimes at the final hearing last month.

 Jeju Special Self-governing Provincial Office(Jeju) on Sunday announced that it has no more new coronavirus patient as the 14 on intensive watch list were relieved from quarantine as of the midnight of January 7th. Therefore, Jeju has '0' patient of either confirmed or quarantined, it pointed out.

 It also added that 46 have been diagnosed as 'negative' and 1 is under analysis out of 47 suspected with similar symptoms.

 In the meanwhile, schools and universities cancelled all public events including graduation ceremonies upto 2 weeks.

 The novel coronavirus crisis can lead to an economic disaster of 1.5 trillion KRW(appx. 1.4 billion US$) loss, a councilor of Jeju Special Self-governing Provincial Council on Thursday claimed, Jejueconomy, a local internet newspaper reported.

 Councilor(CLLR) Yang Yeongsik said "Jeju had tourism gross income of 6.5 trillion KRW(appx. 5 billion US$) as it had 15 million tourists last year. According to Jeju's estimation, it may add up to 1.5 trillion KRW loss." after Mr. Kang Youngdon, the director of department of tourism at the provincial office, answered to his inquiry "As many as 3.5 million tourists decreasce is possible if the crisis continues till June." during the meeting on the novel coronavirus and suspending visa-free program.

 To avoid the doom, Governor Won Heeryong, this day, declared 'Local Economy Emergency' and announced it will run 'All-islanders Overcoming Crisis Consultative Group' from nect week.

 He also promised to support local businesses with special loans(700 billion KRW from upbringing fund for small - medium size industry + 200 billion KRW from special business stabilization fund) and guaranty(100 billion KRW which is the biggest ever). Additional financial supports will also apply.

 Jeju 'Dream Tower' near Nohyeong 5 junction in Jeju city is seeking for allowing to turn left from E-mart Shinjeju to Peace Road, Jejusori, a local internet newspaper on Tuesday reported.

 According to the article, Dream Tower is planning to ask the local government for the alteration of its ruling of 2014, which was resolved to forbid vehicles from taking the left turn. The Jeju Construction.Traffic Joint Deliberation at that time came into the conclusion that the company should pay a part of the price of building roads that by-pass, and turning left be prohibited. It was afraid that opening Dream Tower might bring the worst traffic jam to the area. Jejusori added.

 The reason of the request is partially because local residents have filed complaints about the decision to the local government as well as the company.

 The Dream Tower Resort Complex is under construction now as big as 38 floors(169m), the highest in Jeju, and 303,737㎡, 1.8 time size of 63 building in Yeouido, Seoul. All 1,600 hotel rooms will be decorated as suites and command a panoramic view of Mt. Halla and the sea. It will have 11 restaurants and the tallest(60m) infinity pool in Korea.

 Jeju Special Self-governing Province(Jeju) announced on Wednesday that applying for subsidies for electric bicycles(EB) in 2020 starts on January 5th.

ㅁ 제주도에서 ‘2020년 전기 이륜차 보급 사업 공모’가 5일부터 실시된다.

 This is the 5th year since the 1st project began in 2016 as a way to reduce greenhouse gas emission and fine dusts.

ㅁ 제주특별자치도는 2016년부터 온실가스 및 미세먼지 줄이기 대책의 일환으로 ‘전기이륜차 보급 사업 공모’을 매년 실시해 왔다.

 Jeju will give the support to 870 EBs. The amount differs between 2.1~3.3 mil. KRW(appx. 200~300 US$) according to its kind(Light 1.53~2.1 mil. KRW, Small 2.34~2.6 mil. KRW, Large/Etc. 3.19~3.3 mil. KRW). You can additional 200 thousand KRW(appx. 180 US$) if you get rid of a present motorbike.

 ㅇ 올해 전기 이륜차 보급대수는 870대로 차종에 따라 최대 210~330만원이 차등 지원된다.

- 경형 153~210만원, 소형 234~260만원, 대형․기타형 319~330만원

 ㅇ 또한, 전기이륜차 신규구매 시, 기존 내연기관 이륜차 폐차할 경우 20만원이 추가 지급된다.

 ㅇ 또한 보조금 지원 선정 기준도 출고․등록 순에서 구매 지원신청서 접수순으로 변경된다.

 Plus, socially disadvantaged class(disabled, beneficiaries of national basic livelihodd, wounded war veterans, independence patriots, etc.), family with more than 3 children, and buyers of commercial vehicles with improving fine dust problems will have priorities.

 ㅇ 아울러 취약계층(장애인, 기초생활수급자, 상이유공자, 독립유공자 등), 다자녀 및 미세먼지 개선효과가 높은 영업용 차량 구매자를 보조금 지원 우선순위로 부여한다.

 But, the number of purchase is limited to 1 for an individual, and 20 for a company to prevent the governmental support from being sucked to a few buyers.

 ㅇ 전기이륜차 보급이 일부 사업자에 편중되는 것을 방지하기 위하여 구매대수는 개인 1대, 기업․법인 최대 20대로 제한하여 보급한다.

ㅁ 제주도는 “전기이륜차 보급사업은 도민들이 많은 관심 속에 매년 보급대수가 증가하고 있고 소음과 배출가스가 없어 미세먼지 등 대기 질을 개선하는 효과가 높다”며 “보급 활성화로 제주도의 CFI정책이 조기 실현되도록 노력하겠다” 말했다.

 ㅇ 2020년도 전기이륜차 보조금 신청 방법은 전기이륜차 제작‧수입사 및 도내 영업점에 직접 방문해 신청서를 제출하면 된다.
